Financial guarantees for Ukraine’s energy security

The EU-Ukraine Business Summit in Brussels today saw the formal announcement of the conclusion of the “UIF Guarantee Agreement – the Ukraine-Slovakia Energy Security and Grid Stability Investment Programme” guarantee agreement between Eximbank and the European Commission. This follows last year’s expression of Eximbanka’s intention to conclude a future contract, which takes concrete form today.

The announcement was made as part of the official programme of the summit, which is one of the European Union’s major business events aimed at rebuilding Ukraine and connecting public and private investment.

The guarantee agreement is part of the Ukraine Investment Framework (UIF) initiative, which operates under the broader Ukraine Facility programme. The agreement establishes the financial basis for the implementation of an investment programme totalling approximately €101 million, aimed at promoting energy security and the stability of the electricity grid in Ukraine.

The programme is based on the European Commission’s guarantee mechanism of EUR 69.5 million, which covers 90% of the portfolio and allows Eximbank to provide loan financing of up to EUR 77.2 million. The grant component of the programme is provided by the Slovak Agency for International Development Cooperation (SAMRS).

The funding will be directed to projects of Ukrainian energy companies with a focus on the stability of the transmission system of the grid, strengthening energy security and gradual integration of Ukraine into the European energy market.

“In this project, Eximbanka acts as an implementing partner of the European Union, linking European financial instruments with specific investment projects in Ukraine. Our role is not only to provide financing, but also to actively manage risks, mobilise private capital and ensure that European resources are translated into real, viable projects with measurable impact,” said Rastislav Podhorec, CEO of Eximbanka.

Representatives of Eximbanka also signed today a Memorandum of Understanding with the Slovak Agency for International Development Cooperation (SAMRS), which set up mutual cooperation in the implementation of the UIF programme.
