The Goal of Global Gateway
Global Gateway is a European Union initiative launched in 2021 with the aim of supporting strategic development projects in partner countries and helping to address the global investment gap. The priority sectors are energy, transportation, healthcare, education, research, and digitalization. The strategy is closely linked to the United Nations’ Sustainable Development Goals and is aligned with the 2030 Agenda for Sustainable Development as well as the Paris Agreement on Climate Change.
At the same time, the Global Gateway serves as a tool for strengthening the European Union’s position in global geopolitical and economic competition, particularly in relation to China and the United States. It thus combines the fulfillment of the EU’s development goals with support for the competitiveness of European companies and their operations in third-country markets.
The initiative’s original goal was to mobilize €300 billion in investments by 2027. Since more than €306 billion had already been mobilized by 2024, the European Commission decided to raise the mobilization target for 2027 to €400 billion.
Global Gateway Flagship Projects
Flagship projects are the main tool for implementing the Global Gateway. In order to effectively achieve the EU’s strategic objectives, flagship projects have a volume in the tens to hundreds of millions of euros. These projects must be aligned with the initiative’s sectoral priorities, make a substantial contribution to the development of the beneficiary countries and integrate the involvement of EU capital and companies.
Financing instruments for Global Gateway flagship projects
To mobilise capital for Global Gateway flagship projects, the EU uses resources allocated in the European Fund for Sustainable Development+ (EFSD+). These funds, in the form of a wide range of financing, guarantee and grant instruments, are used to mobilise additional capital resources from financial and development institutions. Institutions wishing to benefit from the EFSD+ must obtain a Pillar Assessment from the European Commission for this purpose. Eximbanka and SAMRS are the only institutions in Slovakia that have such an authorisation.
