Disclosure of information pursuant to Act No. 211/2000 Coll. on free access to information
Provision of information within the meaning of Act No. 211/2000 Coll. on free access to information and on amendment and supplementation of certain acts (Freedom of Information Act); as amended (hereinafter referred to as the “Act”)
The manner of establishment of the obliged person, its powers and competences and a description of its organisational structure (Section 5(1)(a) of the Act)
Method of establishment of the obliged person
Export-Import Bank of the Slovak Republic (abbreviated EXIMBANKA SR) with registered office at Grösslingová 1, 811 09 Bratislava, ID No.: 35 722 959, VAT No.: SK2020990796 is a legal entity established by Act No. 80/1997 Coll. 651/B, entered in the Commercial Register of the Municipal Court of Bratislava III, Section Po, Insert No.: 651/B.
Powers of the obliged person
Act No. 80/1997 Coll. on the Export-Import Bank of the Slovak Republic.
- Export credit financing;
- Financing of import credits;
- Export credit insurance;
- Securing export credits;
- Provision of guarantees;
- Other activities.
Description of the organisational structure
The bodies of EXIMBANKA SR are:
- Bank Council – is the statutory body of EXIMBANKA SR; the Board of the Bank has 5 members (the CEO, three deputy CEOs and another member who is not an employee of EXIMBANKA SR); the CEO and a member of the Board of the Bank are authorised to sign on behalf of EXIMBANKA, while in the absence of the CEO, the authorised deputy CEO and a member of the Board of the Bank are authorised to sign in the absence of the CEO;
- CEO – is the Chairman of the Bank’s Council and represents EXIMBANKA SR externally;
- Supervisory Board – is the supreme control body of EXIMBANKA SR, which supervises the performance of its activities; the Supervisory Board has 7 members.
EXIMBANKA SR is divided into departments directly managed by the Director General and divisions.
Organisational units directly managed by the Director General and divisions are established mainly for individual sections of EXIMBANKA SR’s activities.
The organisational units directly managed by the Director-General and the divisions are subdivided into departments or another organisational unit at their level.
The Bank’s Council shall approve the Organisational Regulations and any amendments thereto.
The place, time and manner in which information may be obtained; information on where an application, suggestion, suggestion, complaint or other submission may be made (Section 5(1)(b) of the Act)
- The applicant is entitled to submit a request for information:
- in writing or
- orally.
- Requests for access to information may be made by the applicant:
- in person at the EXIMBANKA SR office, Grösslingová 1, Bratislava 1 (on working days from 9:00 a.m. to 2:00 p.m.);
- by phone at no. 02/59 39 83 03 (weekdays from 9:00 to 14:00);
- by post to EXIMBANKA SR, Grösslingová 1, 811 09 Bratislava 1;
- by fax to no. 02/52 93 16 24;

Model written request for information
- A request for disclosure of information must have the prescribed particulars set out in the Act, namely:
- to which it is addressed,
- who is submitting it – the applicant’s name, surname, forename or business name, address for service or registered office,
- whose information is requested,
- what method of disclosure the applicant proposes.
- EXIMBANKA SR will make the information available:
- orally,
- access to the file (including the possibility of making a copy or extract),
- by copying the information onto a technical data carrier,
- by making available copies of the master files containing the requested information,
- by phone,
- by fax,
- by post, or
- by electronic mail.
The procedure to be followed by the obliged person in dealing with all requests, motions and other submissions, including the relevant time limits to be observed (Section 5(1)(d) of the Act)
- EXIMBANKA SR shall process the request for access to information without delay, no later than within eight working days from the date of submission of the request or from the date of elimination of the deficiencies of the request and within 15 working days if the information is made available to a blind person in an accessible form.
- EXIMBANKA may extend the time limit for making the information available by a maximum of 8 working days (or by 15 working days if the information is made available to a blind person in accessible form), in particular for the following serious reasons:
- searching and collecting the requested information at a place other than the seat of EXIMBANKA SR handling the request,
- searching for, collecting or processing a large number of separate or distinct pieces of information requested for disclosure in a single application,
- demonstrable technical problems associated with the retrieval and disclosure of the information which can reasonably be expected to be rectified within the extended time limit,
- requesting consent to disclose information from a person authorised to consent to disclosure of information under the Act.
The place, time limit and manner of lodging a remedy and the possibility of judicial review of the decision of the obliged person, including an explicit indication of the requirements that must be met (Section 5(1)(c) of the Act)
- The applicant may file an appeal against the decision of EXIMBANKA SR to refuse the requested information within 15 days from the delivery of the decision or the expiry of the time limit for the decision on the request. The applicant shall submit the appeal to EXIMBANK SR.
- An appeal may be lodged:
- by post to EXIMBANKA SR, Grösslingová 1, 811 09 Bratislava 1;
- in person at the EXIMBANKA SR office, Grösslingová 1, Bratislava 1 (on working days from 9:00 a.m. to 2:00 p.m.);
- by phone at no. 02/59 39 83 03 (weekdays from 9:00 to 14:00);
- by fax to no. 02/52 93 16 24;

- The appellate body shall decide within 15 days of receipt of the appeal. If it does not rule within that period, it is presumed to have issued a decision rejecting the appeal and upholding the contested decision. The date of delivery of the decision shall be the second day after the expiry of the time limit for issuing the decision.
- If the appellate authority upholds the appeal in its entirety and has the requested information at its disposal, the disclosure of the requested information shall modify the decision of EXIMBANKA SR against which the appeal was lodged.
- The decision to refuse the application may be subject to judicial review in accordance with the relevant provisions of Act No. 162/2015 Coll. Administrative Procedure Code.
Schedule of administrative fees levied by the obliged person for administrative acts and schedule of fees for making information available (Section 5(1)(f) of the Act)
- The information shall be made available free of charge, except for a fee which may not exceed the costs of making copies, procuring the technical media and sending the information to the applicant. The costs of making the information available in an accessible form to a person with a sensory disability shall be borne by EXIMBANKA SR.
- Information sent by e-mail, fax and telephone shall be made available free of charge.
- Information whose cumulative cost does not exceed EUR 6,65 excluding VAT may be made available free of charge.
- Persons are exempted from reimbursement of costs if they submit a copy of a card of a citizen with a severe disability indicating that he/she is a visually or hearing impaired person when submitting the application.
- The applicant shall reimburse the costs of EXIMBANKA SR before the information is provided:
- by postal order,
- by wire transfer to the account of EXIMBANKA SR,
- in cash to the EXIMBANKA SR treasury
- EXIMBANKA SR is entitled to remit the payment of the reimbursement. The reimbursements are revenues of EXIMBANKA SR.
