Eximbanka provides support for your business activities in Ukraine through the Export Credit Pilot program provided by the European Investment Fund, and through the Ukraine Investment Framework program, funded by the European Commission.
The Ukraine Investment Framework (UIF) is part of the wider European Union programme for the reconstruction of Ukraine (Ukraine Facility).
Key features of the UIF:
The European Commission has approved the investment project of Eximbanka and the Slovak Agency for International Development Cooperation (SlovakAid) “Ukraine-Slovakia Energy Security and Grid Stability Investment Programme” worth EUR 101 million, which consists of several investment projects in the field of energy infrastructure.
The programme will finance key projects to improve energy transmission, grid stability and Ukraine’s integration into European energy markets. This initiative is in line with the EU’s energy transition priorities and the Framework for the Slovak Republic’s engagement in the reconstruction of Ukraine, while supporting regional stability, sustainability and economic resilience.
The European Commission is contributing grant resources totalling EUR 23.2 million and is also providing a 90% guarantee for Eximbanka’s loan resources. The 90% guarantee is EUR 69.5 million. Eximbanka’s loan resources amount to EUR 77.2 million.
Opportunities for exporters to participate in the implementation of energy projects in Ukraine under the Ukraine Investment Framework (UIF)
Eximbanka in cooperation with the European Commission and SlovakAid provides financing and support for the implementation of projects for the reconstruction and development of energy infrastructure in Ukraine. Eximbanka provides credit resources in the amount of EUR 77.2 million for Ukrainian state-owned energy companies Ukrenergo and Ukrhydroenergo. These credit resources are guaranteed by a 90% guarantee of the European Commission. Additional resources for project financing for Ukrainian state-owned energy companies are managed by SlovakAid for a total amount of EUR 23,3 million. These resources are earmarked for technical assistance and for an investment grant which will be used as an additional source of project financing (on top of Eximbanka’s loan resources).
The loan granted by Eximbanka to Ukrenergo and Ukrhydroenergo allows energy infrastructure contractors to finance energy projects.

Funding applies to four pre-defined projects:
Exporters can participate in a tendering process, which is provided by SlovakAid in cooperation with Ukrainian partners.

4. Ukrenergo and Ukrhydroenergo will also receive grant funds from the European Commission in addition to the loan
