This topic was also addressed at this year’s Ambrela Development Forum 2026 in Bratislava, which was attended by Eximbanka CEO Rastislav Podhorec and Director of International Relations Matúš Šársky.

The program also included a working meeting with Jozef Síkel, European Commissioner for International Partnerships, which focused on ways to more broadly involve the business, civil society, and public sectors in the European Global Gateway projects.

The Eximbank delegation also held talks with European Commissioner Síkel and Deputy Prime Minister and Minister of Economy of the Slovak Republic Denisa Saková regarding opportunities for cooperation and the involvement of Slovak stakeholders in international and European initiatives.

“For us, development cooperation and trade are not two separate worlds. If we want to develop larger and more complex projects with a more significant impact on development, we need to combine knowledge of the local environment, grant and technical support, financing, and the ability of companies to provide specific technologies, services, and long-term solutions,” said Rastislav Podhorec, CEO of Eximbanka.

Slovakia already has at its disposal a number of tools necessary for the preparation and implementation of international development projects—ranging from grant support and technical assistance to financing, insurance, and expert capacity. The challenge remains to effectively link these tools so that they can be better integrated into larger European and international initiatives.

Eximbanka is therefore working with its partners to strengthen a coordinated Slovak approach to development projects and to support the involvement of Slovak entities in international opportunities.

“Fragmentation is not an effective path for Slovakia. It’s not just about supporting exporters, but about the ability to bring all relevant players together around a common goal. If we can better coordinate existing capacities, we can develop projects that will be larger, of higher quality, and at the same time have a stronger impact on development,” added Rastislav Podhorec.

The European Union also plays an important role in such projects; through guarantee and grant mechanisms, it helps supplement national resources, share risks, and implement projects on a larger scale.

A specific example is Eximbanka’s involvement in the Ukraine Investment Framework (UIF). In cooperation with the European Commission and SlovakAid, the program combines Eximbank’s loan resources, a European guarantee, grant support, and technical assistance for projects aimed at the restoration and development of Ukraine’s energy infrastructure.

Eximbanka views closer collaboration between the public and private sectors, utilizing available development and financial instruments, as the path to larger and more comprehensive projects with long-term development benefits.

Linking development cooperation, public resources, financial instruments, and the private sector is key to creating larger and more comprehensive projects with greater development impact.
